Herewith a description of a project in which the sponsors want my personal endorsement.1 The covering letter and the brochure taken together give a rather good idea of what is intended.
Frankly, I am disposed to go along with the idea; it looks to me like a very fine thing for the United States. However, before we do anything, I think we should have the opinion both of the State Department and the Department of H.E.W.2
When the brochure has served its purpose, I am to return it to Mr. James Black, whose property it is.3
