Memorandum for the Acting Secretary of State: I would assume that the following suggestion would come to you direct from Ambassador Hill in El Salvador, but in case it has not I quote from a letter I have just received from him.1

"It is respectfully suggested that consideration be given to a follow-up visit in approximately six to nine months by some other appropriate government offical in order to capitalize on this warm spirit of friendship created by the Vice President's visit."2

1 Robert Charles Hill, former assistant vice-president of W. R. Grace and Company, had been U.S. Ambassador to El Salvador since November 1954. He had told Eisenhower of the enthusiastic reception given to Vice-President Nixon, who had visited El Salvador from February 15-17 as part of an eleven-nation goodwill tour of Central America and the Caribbean. "It is the first time in history that a Vice President of the United States in office has visited this country," Hill wrote, "and, although the Salvadorans are not demonstrative people by nature, it was soon obvious that Mr. Nixon captured the hearts of the people as he toured the streets and met with government officials. There was a notable rise in enthusiasm in every walk of life during his stay" (Hill to Eisenhower, Feb. 23, 1955, AWF/D-H; see also State, Foreign Relations, 1955-1957, vol.
