Dear George:1 Thanks very much for taking the trouble to write out (in long hand, too) your thoughts on the brier pipe matter.2 I am sending a copy of your letter to the appropriate people for consideration and review.

1 A steel and rubber industry executive living in New York City, Sloan had been a prominent Eisenhower supporter in the 1952 campaign (see Galambos, NATO and the Campaign of 1952, nos. 576, 744, 969).

It seems to me that the best procedure would be to refer this back to the Tariff Commission for more exhaustive study. At the same time I believe it would be extremely helpful if you could see your way clear to making an announcement that you are asking the Dept of Commerce (or perhaps a joint study by State, Treas., and Commerce) to make a scientific study of the entire tariff situation in the light of changed circumstances and needs of the total economy, our new obligations under NATO, the extent to which two-way trade can replace our one-way foreign economic aid and the relationship of all this to national and mutual security. I am fearful that your approval of the brier pipes rate increase would be interpreted in Western Europe and in other parts of the free world as reflecting a high protectionist attitude on the part of the new administration." The President would establish an ad hoc committee (see no. 69).
