Memorandum for the Secretary of State: A memorandum from the Secretary of Commerce indicates that the United States air route extending from the Azores to South Africa is maintained largely because of recommendations by the State Department.1 The net subsidy cost of this particular route is estimated at two million dollars annually. Could you give me a digest of the main reasons for the State Department's recommendation?2

1 The air route had been established for a seven-year period in August 1946. According to Secretary Sinclair Weeks, the State Department had urged renewal of the service because of the importance attached to maintaining close relations with the countries involved--"removal of U.S. flag service would be regarded as evidence of declining United States interest and could have adverse consequences" (Weeks to Eisenhower, Nov. 4, 1954, AWF/D-H).

2 "Operation of this route over the past years," Dulles answered, "has materially enhanced United States prestige and influence in Africa and has demonstrated tangible evidence of the growing importance the United States attaches to the area." He denied that suspension of the route would save two million dollars and said that later resumption of the service with the same operating rights was "highly problematical" (Dulles to Eisnhower, Nov. 22, 1954, ibid.).
