My dear Mr. Ambassador:1 I greatly appreciate your letter of January eighth and the kind wishes which you expressed to Mamie and myself.2 I am also deeply grateful for your generous offer to make available in the future your broad experience in both domestic and international affairs.3

I have noted with regret but with full understanding your desire to return to your private affairs. However, in view of the various considerations which you point out I am very pleased at your expressed willingness to remain at your post until the time is proper for a new Ambassador to take over your duties.4 I have also brought these considerations to the attention of Secretary Dulles.

I am glad that I am able to speak for the Government of the United States, as well as for myself, in thanking you for the unselfish service you have devoted to our country.5 Sincerely

1 A Connecticut and New York banker, stock trader, and shipping executive, Bay had served as U.S. Ambassador to Norway since 1946.

2 Bay had sent President and Mrs. Eisenhower his best wishes for the New Year and said that his customary letter of resignation was sincere. "My wife and I for some time have felt a mounting urge to bring our three little adopted Norweigian children back home to be started on the path to good American citizenship" (AWF/I).

3 "I shall always be available to you, my dear General, in any exigency or national need during your administration," Bay had written.

4 Bay had said that his departure would leave the Soviet ambassador the senior member of the diplomatic corps in Oslo. "Speculating on my possible departure, some local feeling has arisen among the representatives of those nations not having diplomatic relations with Russia, such as Germany, Spain, Portugal, and the principal South American countries."

5 "I realize that the attached sounds a little bit stiff," Eisenhower wrote in a personal cover letter, "but since I thought it might have to be used official[ly] some time, I couched it in fairly general terms." In a postscript to his reply of February 13, Bay requested a photograph of Eisenhower on behalf of Crown Prince Olaf and Crown Princess Martha. Eisenhower would accept Bay's resignation in May (Bay to Eisenhower, May 21, and Eisenhower to Bay, May 22, 1953, AWF/I).
