Dear Mr. Bowie: Since every time I see you it seems to be on a crisis basis, I want to take this means to tell you how appreciative I am of your decision to continue as Chief of the State Department's Policy Planning Staff.1 Foster has told me that in order to stay in government service, you have had to resign your post at the Harvard Law School and therefore, should you go back, lose all seniority rights. I am grateful to you personally for your willingness to make this sacrifice, and I join with Foster and other members of the Administration in appreciation of your dedicated and devoted services to our country.2

1 On January 21 and 22 Eisenhower had met with professor of law Bowie (LL.B. Harvard 1934) and other Cabinet members regarding the Communist Chinese espionage charges against eleven U.S. airmen (for background see no. 1200).

2 On August 11, 1955, Eisenhower would appoint Bowie as Assistant Secretary of State for Policy Planning (see New York Times, Aug. 12, 1955).
