Dear Herbert:1 The ceremony honoring our old friend is going to come at a very awkward time for me.2 My staff has been assisting me in planning a holiday during the summer, and the period selected was the month of August.3 The probabilities that the Congress will be out of the city at that time are fairly good. As you know, I would deem it a great privilege to be among those present, but in view of the complications that attend the functioning of this office--to say nothing of the above tentative plans--I am sure you will not expect me to give you a final and firm answer at this moment. Numerous things can happen, any one of which could throw all our plans into a cocked hat.

In any event, I think we should settle on one point at once. It is this: In the event that I can come, the sponsors are not to count on me for any formal address or to serve as the principal speaker in paying tribute to B.M.B.4 My part, as I see it, should be that of an old friend (as distinguished from any official status) coming with an informal but warm word of tribute to a great personality and public servant.

In order that my staff here may know as much about the affair as possible, will you please send on such details as you may now have, including time of day, location, length of ceremony, and all such items as may be of interest to the security people and all others who have to take these things into consideration.5
