Dear Perle:1 I am accepting your resignation, tendered in your letter of January 20th, to be effective April 13, 1953.2

I deeply appreciate the manner in which you have carried out your duties and represented our Government as American Minister in Luxembourg since your appointment in 1949.

1 Mesta, a renowned Washington, D.C., hostess and friend of Mamie Eisenhower, had been appointed by President Truman in 1949 as the first U.S. ambassador to the Grand Duchy of Luxembourg (for background see Eisenhower Papers, vols. X-XIII).

2 In his reply of February 9 (AWF/N) to Mesta's resignation (not in EM), Eisenhower had explained that those appointed by the previous administration were expected to resign in order to bring a "fresh approach to our foreign problems."

3 Eisenhower made a number of changes on Secretary of State Dulles's draft of this letter. He apparently considered making this letter warmer and more personal in nature, but he finally decided to send the relatively impersonal version printed above.
