Dear Ed: I am told that Judge Orie Phillips, Mr. Rankin (Justice Department), Senator Bricker and Loyd Wright have all concluded that the best wording for Section 1 would be "Any provision of a treaty or international agreement which conflicts with this Constitution shall be of no force or effect." I assure you that I shall not oppose any Amendment that is couched in this language, and I would certainly like to see this matter off the books once and for all.1 As ever

1 On Edgar's interest in revision of the proposed Bricker amendment see nos. 1509 and 1522. Edgar had written on July 29 to say that he had not been surprised to find changes in his suggested revision of Section 1. He had, he said, discussed the issue with Attorney General Brownell but had not heard further from him (AWF/N). On the deliberations with Senator Bricker; Attorney General Brownell; Orie L. Phillips, Chief Judge of the Tenth Circuit Court of Appeals, Denver; J. Lee Rankin, Assistant Attorney General; and Loyd Wright, past president of the State Bar Association of California, see Memorandum for the Files--HB, "Bricker Amendment," July 29, 1955; Brownell to Eisenhower, July 30, 1955; and Eisenhower to Brownell, Aug. 1, 1955, all in AWF/A.
