Dear Stanley:1 I have read with great interest your forthcoming article.2 The general principles which you outline are fine; at the moment I wish the chances for carrying them out were a little more favorable.3 As you say, the specifics hurt.4 Sincerely

2 In his cover letter High said that he had tried to outline the changes that "represent the philosophy of . . . the leadership of the present administration." He reminded Eisenhower that the thrust of the article bore directly on their recent discussions, "relative to the need for a clear . . . pattern of thought to support the pattern of policy that is emerging" (May 1, 1953, AWF/N). On March 30 High met with Eisenhower in the White House study.

3 If the American people "mean business," High had written, the Eisenhower Administration would bring about the following specific changes in government: (1) more "power in the people," less "power over the people"; (2) more "responsibilty by the people," less "for the people"; (3) more reliance on men, less on laws; (4) more unity, cooperation, and compromise, less divisiveness and infighting; (5) more commitment to "what is good for America," less pressure by special interest groups; and (6) more moral and spiritual values, less interest in materialism.

4 "The specifics are due to hurt," High wrote. "Those who fear that prospect had better begin now to run out or hole up."
