Dear Major Eliot: From your letter of the twenty-fourth, it is evident that for some time you and I have been preoccupied with the same concern--and as you will recall, I have touched on the subject recently at several press conferences. Moreover, I agree that due both to the complexities of the subject and to the constantly changing factors in it, we should have a better method for keeping the fundamentals before the public.1

One difficulty with the method you suggest is that, regardless of the sincerity of my personal effort to keep this subject on a non-partisan basis, election year tensions and ambitions make any purely educational effort almost an impossibility. Since this particular subject is so delicate, with the slightest mishandling apt to create complacency on one side or incipient hysteria on the other, the basic problem is truly a difficult one to solve.

Nevertheless, I am grateful to you for writing and more than glad to have your thoughts in the matter. Moreover, I have not dismissed from my mind the possibility that you suggest.

1 Eliot, the military editor of Collier's magazine, had written Eisenhower suggesting that he give a "fireside chat" on defense policy (same file as document). The President's May 23 news conference had dealt almost exclusively with military affairs (see Public Papers of the Presidents: Eisenhower, 1956, pp. 511-26).
