Please notify the members of the Security Council that two visiting scientists will be with us on Wednesday to present their views.1 While of course there will be no objection to questioning them, I think that it might be wise to point out that our own decisions will be reached later.2

1 One of the scientists was Vannevar Bush (M.S. Tufts College 1913), an electrical engineer, president of the Carnegie Institute since 1939, and wartime head of the Office of Scientific Research and Development. The other was J. Robert Oppenheimer (Ph.D. Göttingen University 1927), a contributor to the wartime development of the atomic bomb and since 1947 Director of the Institute for Advanced Study at Princeton University. They would recommend to the American people a "policy of candor" regarding defense against atomic attack (NSC meeting minutes, May 27, 1953, AWF/NSC. 2 Following the scientists' presentation, Eisenhower would direct C. D. Jackson to draft a statement that would provide the American public with information on the atomic threat. For developments see no. 395.
