The Papers of Dwight David Eisenhower, Volume XIV - The Presidency: The Middle Way Part I: Charting a New Course; January 1953 to April 1953 Chapter 1: Developing a spirit of teamwork   Dr. Hauge1 should keep this little memorandum as a handy reference so as to remind me when opportunities may arise for doing something of the character suggested.2 This memorandum was presented to me personally by Mr. Pitzele, who believes that we should move rapidly to get a highly qualified man as Chairman of the Mediation Service.3 I should like to have some names as soon as possible. 1 See no. 20. 2 Pitzele, who was chairman of the New York State Board of Mediation, met with Eisenhower this afternoon. On January 27 he had reported that he had some simple proposals toward abating racial discrimination in the District of Columbia and wished to lay them before the President. We have been unable to locate the memorandum mentioned by Eisenhower. 3 Eisenhower would name Whitley P. McCoy (LL.B. George Washington University 1921), a University of Alabama law professor and former vice-president of the National Academy of Arbitrators, as Chairman of the Federal Mediation and Conciliation Service.
