Memorandum for the Secretary of State: I believe that tomorrow you and I are to meet to discuss the composition of the party to go to Bermuda.1 From what you said I assume you are counting on going, which delights me.2

I venture to suggest that we will need a minimum of the so-called "experts." Consequently, in our delegation, I should very much like to take along one senator from each party. If, in addition, we could take John Vorys and his opposite number, I think that would be desirable.3 However, we would, of course, have to consult Winston about all these things before we could issue any firm invitations.

I send this along to you merely so we won't forget to take up these particular items.

3 John M. Vorys (A.B. Yale 1919), Ohio Republican Congressman since 1939, sat on the House Foreign Affairs Committee. In 1951 he had been a delegate to the United Nations. He would not attend the conference.
