Dear Cabot: Upon receipt of your note I gave Foster Dulles a ring.1 I find that he is not only a warm friend of Senator Cooper, but has recently been in close contact with him. I am sure your suggestions will be followed up. Personally I shall look for an early opportunity to see Senator Cooper myself.2 Cordially

1 Lodge had written on June 5 (AWF/A) that his friend Kentucky Republican Senator John Sherman Cooper sought a more active role in foreign-policy planning. In 1950 Cooper (A.B. Yale 1923) had served as an adviser to the Secretary of State at the London and Brussels meetings of the NATO Council of Ministers.

"While some people consider him lackadaisical," Lodge wrote, "I think he has a very thorough understanding of the foreign situation, and that he has the makings of a solid debater if you should feel like encouraging him--as you know so well how to do." Cooper, in point of fact, had only recently received front-page press coverage for his rebuke of Senators McCarthy, Dirksen, and Jenner from the Senate floor for their unprecedented attacks on British leaders Churchill and Attlee (see no. 229; and New York Times, May 15, 1953).

2 A copy of this letter, which was drafted by Ann Whitman, was sent to Thomas E. Stephens, the President's appointments secretary. Eisenhower would see Cooper and his mother on June 23. In 1955 Eisenhower would appoint Cooper U.S. Ambassador to India.
