Chapter 4: Striving for Unity

Dear Winston: I am concerned about the continuing French Cabinet crisis.1 According to the best guess of my people and assuming that he will get his vote of investiture, Andre Marie cannot be expected to have his cabinet formed and functioning before the end of next week at best.2 This would give our French friends only a short week to take stock of their situation and to review their policies before joining us at Bermuda. I do not believe that this would contribute to the general lines of agreement which I hope will result from our talks. I therefore suggest that our Ambassadors inform the French Government that we fully appreciate their difficulties and propose to postpone our meeting at Bermuda by two weeks to give them ample time to settle their internal problem and to prepare for our meeting.3

I believe the French would appreciate this initiative on our part and that it should yield dividends when we meet.

When one takes into account the possibility that Andre Marie may fail in his attempt to form a government, the above course of action seems even more advisable.

1 For background on the planned British-French-U.S. conference in Bermuda and the French political collapse that complicated those plans see nos. 213, 218, and 227.

2 André Marie, veteran of the Resistance in World War II and Radical party leader, had served as French Minister of Education since August 1951. He had been asked to form a cabinet on June 11.

3 Churchill had not received this message before writing Eisenhower on June 12 that the time needed to establish a "fully functioning" French government could force postponement of the Bermuda meeting. He recommended adhering to the previously arranged date of June 29. "Might this not," Churchill wrote, "be a spur to the French or at the very least teach them a lesson?" (Churchill to Eisenhower, June 12, l953, AWF/D-H). For further developments see no. 256.
