Dear Winston: I am concerned about the continuing French Cabinet crisis.1 According to the best guess of my people and assuming that he will get his vote of investiture, Andre Marie cannot be expected to have his cabinet formed and functioning before the end of next week at best.2 This would give our French friends only a short week to take stock of their situation and to review their policies before joining us at Bermuda. I do not believe that this would contribute to the general lines of agreement which I hope will result from our talks. I therefore suggest that our Ambassadors inform the French Government that we fully appreciate their difficulties and propose to postpone our meeting at Bermuda by two weeks to give them ample time to settle their internal problem and to prepare for our meeting.3
I believe the French would appreciate this initiative on our part and that it should yield dividends when we meet.
When one takes into account the possibility that Andre Marie may fail in his attempt to form a government, the above course of action seems even more advisable.
