Dear Mr. Secretary: I have in my office a very fine and efficient Wave in the grade of Chief Petty Officer. Her name is Helen Weaver.1 Her total pay, including quarters and subsistence, is not comparable to that received by certain of the other secretaries in the Executive office, some of whom are inferior to her in general and special ability.2

I do not mean to ask for any action in her case that would be upsetting to your procedures and practices. I merely want to request that if at any time individuals of her classification, qualifications and length of service are considered for promotion, I should like you to have responsible authorities give her case careful study. No promotion below that of Warrant Officer in the Second Classification would be helpful, so far as her aggregate salary is concerned.

In no sense is this an emergency matter, but when your people have had a chance to form a conclusion, would you be kind enough to let me know the result by an informal memorandum?3 Sincerely

1 Weaver had been Eisenhower's personal secretary at SHAPE (see Galambos, NATO and the Campaign of 1952, no. 230, n. 9).

2 Five days earlier, in a memorandum to Presidential Administrative Assistant Roger Steffan (AWF/N), the President's personal secretary, Ann C. Whitman, had explained that as a petty officer Weaver earned salary and allowances totaling about $333 per month, or $4,000 a year. "Having found the hard way how expensive Washington is, I merely bring this problem up," Whitman wrote, noting that Weaver knew nothing of the inquiry. "Is there anything that can be done about it?"

3 In a letter dated February 20 (AWF/N), Secretary of the Navy Anderson reported that effective March 1, 1953, Weaver would be appointed a commissioned warrant officer in the rating of chief ship's clerk (pay grade W-2).
