Dear Mr. Secretary: Thank you for your letter regarding cadetships at West Point available under Presidential quota.1

I suggest that you continue to fill these posts by competitive examination among the sons of officers and enlisted men of the Regular services, without consultation with me. However, I would like to have a short yearly report for my information.2 Sincerely

1 On February 6 (AWF/A: Army), Secretary of the Army Stevens had outlined (to Thomas E. Stephens of Eisenhower's staff) procedures for making presidential appointments to the U.S. Military Academy. Traditionally, Stevens noted, these cadetships had been set aside for sons of regular armed forces personnel, according to the applicants' performance on a written examination. He had asked whether Eisenhower wished to make any changes in the selection procedure.

2 In late July Stevens would report the names of twelve young men whom his department had appointed to West Point under the presidential quota. All were sons of lieutenant colonels or men of higher rank. Subsequent annual reports are filed in WHCF/OF 3-A-17.
