Chapter 6: Building strength when there is "no perfect answer"

Dear Mr. Justice: I am sincerely grateful for your expression of approval of my selection of Governor Warren to serve as Chief Justice.1 In such an important nomination there is, of course, a great variety of qualifications to be considered, and I attach all the more value to your commendation because of the very high degree in which you personally possess so many of these qualifications.2

With warm personal regard, As ever

1 Burton (LL.B. Harvard 1912), Associate Justice of the Supreme Court since 1945, had written that he felt that Warren would "meet the opportunity admirably" and that he would "consider it a privilege to work with him" (Oct. 1, 1953, AWF/A: Supreme Court).

2 Commenting on this letter, Eisenhower said that he had "considered elevating Justice Burton to the position of Chief Justice, but had discarded [the] idea because he was afraid he was not enough of an administrator" (Ann Whitman memorandum, Oct. 2, 1953, AWF/AWD). For background on Eisenhower's selection of Warren see no. 444.
