Memorandum for the Secretary of State: I have read the report submitted by my brother on his South American trip.1
I hope that the State Department is making a complete analysis of the report and will let me have their comments. Possibly from the viewpoint of the Department there is not a great deal of new information or conclusion in the report. However, for the general public it could have great educational value. Moreover, it is arranged logically and the case for cooperation is persuasively developed.
With some little expurgation the report might even be released to the public. (Here and there I think there are a few points that might wound the sensibilities of some of our South American friends.) In any event, I should like to know the conclusion of the State Department as to the best use to be made of the document--either in or out of government, or both.2
