Memorandum for the Secretary of State:

Re: Your recommendations on Report by Dr. Milton Eisenhower

1. I approve of the recommendations contained in the attached memorandum.1

2. I should like to see in advance the draft of the release that you propose making at the time of the publication of the report.

3. I assume this has been cleared with my brother, Milton.

4. Is there anything else you want me to do in the matter?2

1 Dulles had recommended (Nov. 10, AWF/D-H) that the report be made available to the public in its complete form, that it be published in Spanish and Portuguese, and that copies be given to the governments of the American republics and their ambassadors in Washington. He also suggested that at the time of publication emphasis be placed on "the continuing nature of Milton Eisenhower's role as an advisor in the field of relations with other American Republics." Dulles would also recommend that the report be brought before the Cabinet and that a specific time be given when government agencies would present the steps taken to carry out the recommendations. 2 On November 19 Dulles would write that he was preparing memorandums for Cabinet officers and agency heads referring to specific portions of the report relating to their departments (AWF/D-H). Under Secretary Smith would forward drafts of these memorandums to the President and would recommend January 15 as the date when these government officials should submit their plans for implementation (Smith to Eisenhower, Dec. 8, 1953, AWF/D-H). On December 10 Eisenhower would inform the NSC that these communications had been sent to the appropriate departments and agencies (NSC meeting minutes, Dec. 11, 1953, AWF/NSC).
