Dear Winston: Your cable came just as I was leaving for Canada.1 By all means bring Lord Cherwell and I shall probably bring Admiral Strauss with me.2 The two of them can have a good talk and then give you and me a briefing. I rather think it might be a good idea to have Ismay come out with us for a day if that could be arranged.3 Again his presence would serve a useful purpose both for us and for the public.

"I am very glad it is all settled about Bermuda," Churchill had cabled this same day, "and I share your hope that we shall not spend all our time on parade" (AWF/I: Churchill; see also no. 532).

2 Frederick Alexander Lindemann Cherwell was the British Paymaster General; he advised the Prime Minister on atomic energy affairs. Bringing Cherwell, Churchill added, "might strengthen the impression to which I gathered you were favorable, that our meeting was not simply an incident in recent correspondence with the Soviets" (ibid.; see also no. 528). Later this same day Secretary Dulles would telephone Strauss that Cherwell was going to Bermuda and that Strauss "had better have his bags packed" (memorandum, Dulles Papers, Telephone Conversations).
