Dear Foster: I have given your draft a hasty reading.1 It appears to be excellently adapted to the audience you will have.

Here and there you will find a few pencilled notes that I have made--in one or two instances I made them because the text seemed a bit unclear.2 My understanding may be at fault, but it is also true that you may have someone in your audience who is no brighter than I am! As ever

1 Dulles had sent the draft of a speech he would deliver before the Council on Foreign Relations in New York on January 12 (Dulles to Eisenhower, Jan. 7, 1953, AWF/D-H). "As this will constitute a rather important statement," the Secretary had written, "I would be very grateful if you have a chance to look it over and give me any suggestions."

2 We have been unable to locate the draft with the President's suggestions. Dulles's speech would present an overview of the foreign policies of the Eisenhower Administration that related to the nation's security. He particularly emphasized the need for long-range policies--including a commitment to NATO and EDC--that would deter aggression by giving the nation the ability "to respond vigorously at places and with means of its own choosing" ("The Evolution of Foreign Policy," U.S. Department of State Bulletin 30, no. 761 [January 25, 1954], 107-10).
