Dear Dick: While I am always hesitant to impose additional burdens on you, especially during the time the Congress is in session, your ready willingness to assume them makes me dare to make an additional suggestion.

I would appreciate it very much if you could find it possible to head the United States delegation to the Gold Coast Independence Ceremonies, to be held March 6, 1957.1 I understand that two members of the Congress would also be included in the special delegation.2

Would you give the matter your earnest consideration and let me, or the Secretary of State, know your decision?3

1 The Gold Coast, part of the British colonial empire, would become the independent country of Ghana and a member of the British Commonwealth of Nations.

2 Representatives Adam Clayton Powell, Jr. (Dem., N.Y.) and Charles Coles Diggs, Jr. (Dem., Mich.) would attend the ceremony.

3 On this same day Secretary Dulles had told Eisenhower that Vice-President Nixon would head the delegation if the President thought his attendance was important (Memorandum of Conversation, Jan. 20, 1957, Dulles Papers, White House Memoranda Series). Nixon would include the ceremonies in a tour of African countries.

Eisenhower would write to the governor of the Gold Coast on February 28, saying that the United States had an "abiding interest" in the new country. He would also commend the cooperation and understanding that the British had shown to the colony in its move toward independence (Eisenhower to Arden-Clarke, Feb. 28, 1957, AWF/A, Nixon Corr.).
