Chapter 19: Khrushchev in America

Dear Mr. Chairman:1 I think you might like to know that Prime Minister Nehru has invited me to visit India, which I have long desired to do.2 I now find it possible to go to New Delhi early in December. The specific occasion for the visit will be the opening of the American Exhibit at the Agricultural Fair at New Delhi. I shall be making courtesy visits to other countries en route. The full schedule is not yet worked out with the countries concerned, but I expect that an announcement will be made in a few days.3

You will recall that during our discussions at Camp David on the question of a future meeting of the Heads of Government, I pointed out that it would be necessary for me to consult with our allies. Since our talks, I have had correspondence with President de Gaulle, Prime Minister Macmillan and Chancellor Adenauer and, as you are aware from news reports, we have agreed to meet together in Paris on December nineteenth.4 I had hoped that our process of consultation might have been somewhat speedier, but as it turned out the date of December nineteenth was the only one found convenient to all.

I have asked Ambassador Thompson, who is returning to Moscow on November seventh, to see you at your convenience to discuss developments which have occurred since our meeting at Camp David.5 With best wishes to you and your family, Sincerely

1 State Department officials drafted this letter in response to Eisenhower’s suggestion that an opportunity be found to let Soviet Premier Khrushchev know that the United States was working on the problems discussed at Camp David (see Goodpaster, Memorandum of Conference, Nov. 3, 1959, AWF/D; on the Camp David meetings see no. 1332). The text of this message was cabled to Moscow for delivery to Khrushchev on this same day.

3 Eisenhower would leave on December 3 for visits to Italy, Turkey, Pakistan, Afghanistan, India, Iran, Greece, and Tunisia before the Western summit meeting in Paris on the nineteenth. He would visit Spain and Morocco on his way back to the United States (see Goodpaster, Memorandum of Conference, Nov. 3, 1959, AWF/D; Herter to Eisenhower, Oct. 28, 1959, AWF/D-H; and Public Papers of the Presidents: Eisenhower, 1959, p. 766; for Eisenhower’s December 11 remarks at the opening of the fair see ibid., pp. 839 - 42; see also Khrushchev to Eisenhower [Dec. 9, 1959], AWF/I: Khrushchev).
