Dear Foster: I should like to reply to the attached letter from the President of Lebanon in a sympathetic vein.1 Would you pass it down to some staff officer who could whip up a draft? While I should like to generalize a bit on our readiness and anxiety to help, I don't, of course, want to be specific or say anything that might tie our hands later.2 As ever

1 Dr. Charles Malik, Lebanese Foreign Minister, had delivered President Camille Nimr Chamoun's letter to Eisenhower earlier on this same day. Chamoun emphasized the close relationship between Lebanon and the United States and commended Eisenhower for his firm stand during the Suez crisis. "I believe the United States commands now a position of moral authority which is the envy of friend and foe alike," Chamoun wrote. "In the development of the Near East the United States is virtually now an arbiter" (Chamoun to Eisenhower, Jan. 1, 1957, AWF/I: Lebanon).
