In line with our discussion this morning, I suggest the following procedure for future handling of Congressional mail.1
As quickly as possible after the receipt of letters from Senators or Representatives, I should like to sign an answer, prepared by one of the liaison officers, along these lines:
a. A short letter indicating that sympathetic consideration will be given to the problem presented.
b. When applicable (relatively few) a statement that the matter is outside President's approved program and cannot be feasibly considered.
c. A statement that any further consideration or communication will, in the majority of cases, be between the Congressman and the liaison officer2 (or Department to which matter is referred, etc.).
The only exception to this rule should be when the letter is obviously partisan in its criticism or complaint, in which case the staff officer may answer over his own signature.
