Chapter 1: The Mideast and the Eisenhower Doctrine

Dear Mr. Truman: I would like to express my appreciation of the views about the Middle East Joint Resolution that you expressed in your syndicated column of yesterday, particularly urging prompt Congressional action on the Resolution.1 I feel that your attitude is in the high tradition of non-partisanship on foreign policy matters of grave national concern.2

With best wishes, Sincerely

1 Secretary Dulles had told Eisenhower that former President Truman had written "a very helpful piece urging prompt action on the plan." An expression of appreciation, Dulles said, would "highlight his recommendation." Eisenhower agreed but told Dulles that the letter "should not be too personal." The message was dictated to Ann Whitman at Thomasville, Georgia, where Eisenhower was vacationing (Telephone conversation, Feb. 15, 1957, Dulles Papers, Telephone Conversations; see also Dulles to Truman, Jan. 14, 1957, Dulles Personal Papers). For background on the joint resolution, known as the Eisenhower Doctrine, see Galambos and van Ee, The Middle Way, no. 2155.

2 "As you know," Truman would answer, "I have always been in favor of a bi-partisan foreign policy and have never myself made any statements or actions which would make a partisan matter out of foreign policy" (Truman to Eisenhower, Feb. 19, 1957, AWF/N).
