Dear Foster: Mr. Wright Morrow, of Texas, came to my office today to request consideration for appointment as Ambassador to Mexico in the event that that office should become vacant. Mr. Morrow is a successful Texas businessman and at one time was National Committeeman of the Democratic Party from that State.1 In both the 1952 and 1956 elections, he publicly supported me for the Presidency--and because of this was dropped as Democratic National Committeeman. Because of these circumstances I had assumed that Senator Lyndon Johnson would personally object to any appointment of Mr. Morrow requiring Senatorial confirmation. Mr. Morrow assures me that this is not now the case.2

He has spent much time in Mexico and says that some years ago he was offered the Ambassadorship to Belgium or Holland, but has not previously held an Ambassadorial post.

He is of the personal belief that he would be particularly acceptable to President Ruiz Cortines and to other Mexican officials.

I merely told him that I did not know whether we expected a vacancy to occur soon or not, but that I would convey to you his aspirations and feelings in the matter.3
