Dear Bill: Reference our conversation this afternoon, I give you a little memorandum on the question of Immigration visas for Bernard A. Murphy and Manuel Guerra. A note to my office from Mr. O'Connor of the State Department provides the following information:

"Murphy has appointment on 24th for his medical and issuance visa if qualified.

"Guerra is chargeable oversubscribed Portugese quota. Application indicates his occupation to be butler. Letter from sponsor indicates Guerra to be employed as cook in sponsor's home. Occupation and position offered would not appear to qualify Guerra as First Preference applicant but suggest sponsor communicate with Immigration and Naturalization Service in this regard. Sponsor's son in England notified of difficulties regarding quota chargeability of Guerra and has indicated he is seeking another applicant not chargeable to oversubscribed quota."

If there is any proper way of handling the matter I would be most appreciative.1

1 Eisenhower had telephoned Attorney General Rogers regarding a request by the Eisenhowers' long-time friend Victor Emanuel. Rogers had agreed to assist the President and Eisenhower said that he would send him this memorandum (Telephone conversation, Jan. 28, 1958, AWF/D; see also Whitman to Eisenhower, n.d., and Whitman to Rogers, Jan. 28, 29, 1958). Emanuel, chairman and president of Avco Manufacturing Corporation, had encountered a problem securing immigration visas for domestic workers to care for his ailing wife. The two men currently worked for Emanuel's son in Great Britain (see Emanuel to Allen, Jan. 17, 1958, and Whitman to Allen, Jan. 28, 1958). Roderic Ladew O'Connor (LL.D. Yale 1947) was Administrator, Bureau of Security and Consular Affairs in the Department of State. He had noted along the margin of his memorandum that there was little that the State Department could do unless the Immigration and Naturalization Service (INS) approved Guerra's petition for preferential admission to the United States (O'Connor to Morgan, Jan. 23, 1958).

On January 30 Eisenhower would thank Rogers for "promptly and efficiently handling the matter." The President would also notify Emanuel. Rogers's actions appear to have been successful; Murphy and Guerra would arrive in the United States on April 4 (see Emanuel to Murff, Apr. 5; Emanuel to Swing, Apr. 5; and Swing to Whitman, Apr. 14). The President would thank the commissioner of Immigration and Naturalization Services on April 15. All papers, as well as additional correspondence, are in AWF/A and AWF/A, Emanuel Corr.
