Memorandum for the Under Secretary of State: Commenting on your memorandum of January twenty-nine (Subject: Official Visits in the Forepart of 1958), I note that you mention the possibility of eleven such visits. This would seem to be a reasonably good-sized invasion, and I feel would make up a fair schedule for an entire year. So I am a bit fearful of that word "Forepart."1

As far as your specific suggestions are concerned:

1. I feel we should not send President Coty another invitation for this particular year. I have couched our invitation to him in such warm terms, both verbally and in writing, that I think forcing upon him another invitation for 1958 would be embarrassing both for him and for me. It is possible that information has reached you that differs from mine; it is my understanding from President Coty himself that he does not see any possibility of coming to the United States during 1958.2

2. I suppose that we should invite either President Mirza or President Chamoun just by way of a compliment to the Mid East.3

3. President Ibanez' visit has, of course, already been approved.4

4. The visit of President Heuss has likewise been approved. The timing will be satisfactory to me.5

5. With respect to Prime Minister Daud and Prime Minister Nkrumah, I am quite ready to see them. In these two instances only a luncheon is indicated since I normally give a luncheon for Prime Ministers and the State Dinners are reserved for the Heads of State.6

6. The suggestions on page 2 are approved, provided I am in town at the time.7

3 Iskander Mirza was President of Pakistan; Camille Chamoun was President of Lebanon. Neither would visit the United States in 1958.

4 Carlos Ibáñez del Campo, President of Chile, would cancel his scheduled visit to the United States in protest over the U.S. policy on copper importation (see State, Foreign Relations, 1958 - 1960, vol. V, American Republics, pp. 800 - 801).

5 Herter had suggested that President Theodor Heuss of the Federal Republic of Germany visit in late May or early June. He would begin a three-day state visit on June 4 (see Heuss to Eisenhower, Feb. 15, 1958; Krekeler to Eisenhower, Feb. 22, 1958; and Eisenhower to Heuss, June 6, 7, 1958; all in AWF/I: Germany).

6 Sardar Mohammed Daud of Afghanistan would begin a three-day official visit on June 24. For background on Ghanaian Prime Minister Kwame Nkrumah's meeting with Eisenhower on July 24 see no. 510.

7 Herter had told Eisenhower that in addition to the official visits a number of heads of state and heads of government wished to come to Washington for brief informal visits in connection with other travel in the United States. Among those Herter included were representatives of the Scandinavian countries, who would be in the United States in connection with the Minnesota State Centennial on May 18 - 21, Indian Vice-President Sarvepalli Radhakrishnan, Austrian Chancellor Julius Raab, and Shah Mohammed Reza Pahlavi of Iran. Eisenhower would meet briefly with Radhakrishnan on March 19, with Raab on May 19, and with Pahlavi on June 30. None of the Scandinavian prime ministers would visit Washington. Princess Astrid of Norway and Prince Bertel of Sweden, however, would attend a private lunch with President and Mrs. Eisenhower on May 6 (see Ann Whitman memorandum, Feb. 20, 1958, AWF/D-H).
