Memorandum for the Under Secretary of State: Commenting on your memorandum of January twenty-nine (Subject: Official Visits in the Forepart of 1958), I note that you mention the possibility of eleven such visits. This would seem to be a reasonably good-sized invasion, and I feel would make up a fair schedule for an entire year. So I am a bit fearful of that word "Forepart."1
As far as your specific suggestions are concerned:
1. I feel we should not send President Coty another invitation for this particular year. I have couched our invitation to him in such warm terms, both verbally and in writing, that I think forcing upon him another invitation for 1958 would be embarrassing both for him and for me. It is possible that information has reached you that differs from mine; it is my understanding from President Coty himself that he does not see any possibility of coming to the United States during 1958.2
2. I suppose that we should invite either President Mirza or President Chamoun just by way of a compliment to the Mid East.3
3. President Ibanez' visit has, of course, already been approved.4
4. The visit of President Heuss has likewise been approved. The timing will be satisfactory to me.5
5. With respect to Prime Minister Daud and Prime Minister Nkrumah, I am quite ready to see them. In these two instances only a luncheon is indicated since I normally give a luncheon for Prime Ministers and the State Dinners are reserved for the Heads of State.6
6. The suggestions on page 2 are approved, provided I am in town at the time.7
