Dear Lewis: I have your letter of June twenty-fifth. It is fully in order for you to speak to your laboratory directors and key staff along the lines you suggest.1

1Strauss had told Eisenhower that newspaper reports of a possible suspension of weapon development had resulted in some losses of personnel in U.S. weapons laboratories. He wanted Eisenhower to sign a letter he had drafted that could be used to emphasize the importance of maintaining the laboratories "in vigor," because testing might resume later (Strauss to Eisenhower, June 25, 1958, AWF/A: AEC).

After seeing Strauss's letter and the enclosed draft, Secretary Dulles had suggested that Eisenhower give the AEC director the authorization to reassure his personnel. He did not believe, however, that Eisenhower should sign the letter Strauss had requested. "I doubt that it is wise at this juncture," Dulles wrote, "to attempt to reexpress in a letter from you which would become public our attitude on the suspension of testing problem." Dulles drafted this short reply after discussing the issue with Strauss (Dulles to Eisenhower, June 28, 1958, AWF/D; see also Telephone conversation, Strauss and Dulles, June 27, 1958, Dulles Papers, Telephone Conversations).
