Dear Foster: Upon request of the Department of State, I have just signed a photograph for the Argentine Ambassador.1 Is it possible that we might be starting a precedent that could become quite a burden? Of course I do not mind signing one or even a very few pictures for this purpose, but I would rather dread having to keep the entire procession of Ambassadors that go through this capital supplied with autographed photographs.2 As ever

1 Adolfo Angel Vicchi had been ambassador since October 1956 (see Buchanan to Whitman, Mar. 18, 1957, AWF/D-H).

2 As Dulles would tell the President, the number of requests had been few, "probably not more than four or five a year." He would recommend that Eisenhower forward the photograph to the ambassador; he would also ask the State Department Protocol Office to notify him of any marked changes in the number of requests (Dulles to Eisenhower, Mar. 28, 1957, ibid.).
