Dear Chris: Enclosed is a copy of Milton’s report on his visit to Central America, which he has already gone over with Roy Rubottom.1 I am wondering, however, if you could ask Doug Dillon to give it a final clearance from State’s point of view, since I don’t want to ask you to take this on yourself in view of all the additional chores you have at this time.2

Milton is anxious to release it as soon as possible since it is already overdue. If you do turn it over to Doug, would you ask him to give me--or Milton--any suggestions or comments he might have?3

1 On the report see no. 947. Rubottom, who was Assistant Secretary of State for Inter-American Affairs, had accompanied Milton Eisenhower on his trip. Eisenhower had sent a similar message on this same day to Treasury Secretary Anderson, asking him to review the report (AWF/A).

2 Douglas Dillon was Under Secretary of State for Economic Affairs. Secretary Dulles had entered the Walter Reed Army Hospital on December 5 and was under observation for what his doctors were then describing as an inflammatory condition of the lower colon.

3 Milton Eisenhower would submit the final report, as modified by State and Treasury Department officials, to Eisenhower on December 29. The State Department was "anxious to have it released," Milton would write, so that the material would be available prior to an upcoming meeting to discuss the charter for an inter-American development bank (Milton Eisenhower to Eisenhower, Dec. 29, 1958, AWF/N; see also New York Times, Dec. 9, 1958).

An informal committee to study the recommendations in the report would meet with Milton Eisenhower on January 15 (State, Foreign Relations, 1958 - 1960, vol. V, American Republics, pp. 265 - 66; on the establishment of the National Advisory Committee on Inter-American Affairs see the preceding document).
